The Chinese government does not respect foreign IP rights, especially when it comes to such critical infrastructure and military tech.
Their real problem is that so much of the knowledge their foreign competitors gained by those decades of research is held as closely guarded trade secrets, or embedded in the minds of experienced employees. Patent applications only communicate the general idea, if they contain any useful information at all.
