In France pharma has to forfeit their patent to the government after 5 to 10years if they want to sell their drugs on the French soil. So during this time the pharma cie do it's money, to the agreed price.
When the patent is forfeited, the government can make the same drug, and recommand it to people so it cost the universal healthcare only the cost of manufacturing. You can still buy the brand drug, but it will either be not entirely reimbursed, or not at all.
So in the end, it can be done and it was already done for countless drugs/vaccines.
