It wasn't forced, AZ was licensed the vaccine by OU, where the requirement was to sell at cost for the duration of the pandemic (the date is a grey area right now I think). Merck was frontrunner to produce it, but there were concerns about US export controls under the Trump administration.
Now it IS possible that AZ were not interested in making it, but were persuaded by the UK government.
