That's a western centric take on immigration. The Eastern Asian countries and much of the world doesn't have as big of an immigration program to absorb people into their country. There's no easy way to naturalize and you aren't able to hold dual citizenship in China. Western society has the wealth and living standards to attract talent from across the world, giving them the benefit of both cheaper labour and brain gain, as well as a scheme to grow their aging population. Even despite an aging population and one that will soon begin to decline in countries like Japan, the culture and political barriers to relax immigration has been slow to rectify the longer term problem. In addition we don't even know if immigration would even be as widely supported with automation threatening to replace the labour force.
