Not just algorithms, for IT related crimes they can simply contact any platform or hosting provider by phone or unencrypted email and ask for information about the suspect. The company usually hands out that information directly over the unencrypted line and the police blindly trust that the information is accurate. Real criminals will obviously use fake information, but still there's KYC and all that kind of BS enforced by law, basically forcing companies to store a lot of information about their customer, in direct contrast to GDPR. None of it makes any sense anymore.
