Exactly. Herd immunity only makes sense in the context of vaccination. Never in human history had we defeated a contagious illness through herd immunity without a vaccine. Even if we achieved (say) 90% "herd immunity" without a vaccine, it wouldn't mean we defeated the virus. The virus wouldn't disappear. It would mean it is necessary to get new people infected, some of them killed in the process, to keep the level at 90%. It would mean the virus has defeated us in complete failure.
