My first thought as well, the response in Wuhan was swift^1 and effective, so a lack of antibodies across the population only suggests that the aggressive measures worked at stopping widespread infection in the city... which we already knew.
Edit: wow this blew up lmao.
^1 swift as in *after they decided to do something* it happened quickly. I fully recognize that it took them months to actually decide to do anything.
