If, as is typical, the legislation is both poorly worded, and then poorly interpreted, then something like "no recognition on public property" would mean they have to ban the new iphones from public property. The wording needs to be something more along the lines of "government may not use facial recognition based functionality of any equipment, may not use facial recognition capable equipment unless that capability is disabled, may not use or store facial recognition data, nor data intended for use for facial recognition, nor data derived from facial recognition, nor may the government utilize data or processing from one or more third parties to obtain the functionality of facial recognition indirectly." and a big long paragraph to define that facial recognition incorporates all algorithms that distinguish faces or an identity from the environment. I'm not a lawyer, I just enjoyed b-law class a lot, but whoever writes the actual wording would need to be very clever and get input from a lot of people.
