You need to be really careful how something like that is structured, or you risk creating a perverse incentive, with the police/prosecutor being less willing to correct course when they realize a mistake has been made. If they fuck up, but still convict you, or force you to plea to some charge, they get off the hook... But if they admit the error, and drop charges, you get an automatic payment from them personally? That sounds like a really dangerous system... Instead, what you would want to do is source the money as high up the government chain, and as far away from the cops/prosecutors as possible. You want to make it as easy as possible for them to correct the mistake, and get the victim compensation. You only want to go after the individuals when its clear they acted in bad faith.
