The law is, by its very nature, discriminatory. I admit that statement is a bit philosophical, but let me explain.
Speed limits, for example, discriminate against people who want to drive fast. We, as a society, have decided that it's reasonable to discriminate against that group in favor of the overwhelming public need for safety on the road.
Some groups, however, get increased protection against discrimination. You mentioned several in your original post. Nevertheless, this protection is not absolute.
People can discriminate against a protected class provided they have a good enough reason. A male model could be discriminated against based purely on gender if the job was for a women's clothing line. That's a bit of a silly example, sure, but it's perfectly reasonable that a company making women's clothes would discriminate against men and hire women for that job. Likewise, employers are required to make "reasonable accommodations" for disabled employees. If an employee's disability is such that she is unable to perform essential functions of her job, then she can be terminated. There are specific exceptions to the prohibition against discrimination in certain housing situations where the landlord meets certain criteria - a landlord renting out a spare room in his house has wide latitude to decide exactly who he allows as a tenant.
It may very well turn out that preventing a person from adopting a dog is a reasonable thing to do. I doubt anyone is claiming discrimination because the rescue agency's original post for the dog seems to be discriminating against potential adopters who have small children - discrimination based on family status, potentially (although that's generally just with housing issues).
Suffice it to say, "reasonableness" is a highly fact-specific idea.
