From my experiences in Haiti, the embargo resulted in an approach where due to being cut off from much tech imports, they went all in on medical training, and clinic distribution. So while medicine isn’t crazy advanced, they have so much access to preventative care that people are quite healthy, and don’t have to resort to advanced care anywhere near as often as we might. They export preventive care to such a degree that places like Haiti have huge numbers of Cuban doctors offering low to no cost care. In this case why they get ranked so highly is they just do so much more with less, are very well educated, and have a very healthy lifestyle with great access to meaningful medical care.
