Because most people have seen where this technology *could* lead. It's not unreasonable to believe the tech will be abused. Or that the robots will at some point will be given lethal weapons.
Personally, I'm all for automating the police force as much as possible, just like I support self driving cars. But all its gonna take is one rogue strong AI to royally fuck things up if safeguards aren't put in place and constantly monitored.
