We have standardized requirements and tests for all sort of things vehicular and otherwise. It seems reasonable to have such a process/test for software to have to pass before being allowed to drive cars semi autonomously. Humans have a fairly strict test, why don't self driving car programs? Certification would allow us not only to standardize requirements, but progress forward as we identify new needs or edge cases we find important to consider
