Because they are encryption keys. If you had a single place to register names for Tor sites, you'd have a single point of failure for governments to target. So instead the names are automatically derived from the server's cryptographic keys, and if you want something remotely resembling a readable URL (say something that starts with bbcnews) you have to generate millions of keys until you find one that matches. The more specific letters you want, the harder it'll be too find a matching key.
