All our linguistic concepts are "human concepts" but that doesn't stop us applying them to animals. Is it self-evidently absurd to believe that animals can be the victims of "prolonged cruel or unjust treatment or exercise of authority"? Most people would agree humans can be cruel to animals. What is "justice" when applied to animals? That's part of the question the article is addressing, that pain & pleasure are the foundation of morality and thus of justice. Since pain and pleasure are not unique to humans, our morality and justice should not stop at humans. You may or may not agree with that, but is it really so absurd?
