It could or would have escalated into a civil war which wouls give the Chinese government a good reason to actually roll tanks into HK. A lot of blood would be spilled and nothing of note would be achieved. You can have all the guns you want but without organization and training, civilians are doomed to fail against a properly trained armed force. Keep in mind that the geography of HK is very different from that of Cuba, Colombia, El Congo, and other places where guerrilla warfare has been relatively successful. The US has the know how and has trained many countries on how to (successfully)face internal threats and quell dissent. I would imagine a country with the size and history of China would also have very similar, if not better knowledge on the subject.
