The steam produced in a gas or oil fired power plant is also 100% water vapour. Any water put through a boiler will have oxygen scavengers and other chemicals added whether you’re talking about a nuclear plant or not. Regardless, water/steam used in power generation is in a closed system, the majority of the steam will be condensed in some way and then fed back through the boiler. These plants don’t just exhaust steam into the atmosphere after it leaves the turbine. Not sure what you’re trying to get at with this comment.
