Not sure I fully agree. In top 15 we have the U.S, Japan, India, Brazil, Canada, South Korea, Australia among others. These countries do have democratic elections even if in some cases (in particular Brazil), the government tends to be extremely corrupt. But Brazilians did freely elect a leader who promised to destroy rainforests to make way for industrial land and in the U.S, Trump promised to bring back coal and undo all environmental regulations under Obama. India is so polluted but I have not seen the environment being an important topic of debate in recent elections. Australia continues to destroy their Great Barrier Reef. Obviously many of the governments are corrupt and out for their own interests and those of lobbyists but fact remains, people vote them in office knowing all this. Unless you have an election with 1 candidate, you do have a choice.
