From what I've read it's proposed bilateral free trade agreement. That doesn't mean that Japan and the US can't trade with other nations, just that there aren't any protective tariffs placed on trade for anything between the US and Japan. Also Japan apparently has a vulnerable domestic food market, and the US has a stupidly huge surplus so their stance of not wanting an FTA kind of makes sense.
