Crumbling infrastructure [is not as big of a problem as is reported](https://www.hoover.org/research/what-infrastructure-crisis), but is also exacerbated in poorer communities due to local taxes paying for local infrastructure. Overall I agree completely with your assessment, but people *are* trying to address the issues you mentioned and many others.
