That plant is spewing pollution like crazy and it's killing the frogs.
This is a well known thing about frogs, thanks to their life cycle, as well as the fact that their skin is very permeable, frogs and other amphibians are usually the first thing we notice dying off when an area is exposed to toxic chemicals because they are the most vulnerable. It likely won't stop with the frogs.
