Its likely not productive. It likely involves coming up with lots of borderline pointless busy work to give the appearance of high performance. That way the boss can look around the office and see a bunch of super busy people. Then once you have baked a bunch of mandatory low value busy work into all of your processes it becomes necessary to work stupid hours just to keep up. That task needs to be done today and someone needs to complete the 17 manual steps required. You weren't planning on seeing your kids today were you? Fixing it then becomes a big problem as it involves both big cultural changes but also someone needs to say "all of these tasks are stupid. Automate then or just don't do them anymore."
