The cartel has been having some issues getting the oil supplied because they can't always port it, sometimes they use trucks which is way more costly and they can't always pre-arrange transportation, meaning they have to pay a lot of money to have another means get the oil shipped. They are looking for alternatives to see if they can resume.
Sorry WWF, but this isn't about saving the planet, it's simply about business.
