The point being that we're at max capacity for personal single occupancy vehicles (SOVs). An autonomous vehicle takes up just as much space as a non-autonomous vehicle. People who believe that autonomous vehicles are going to solve congestion are believing in a reality that won't exist. At best it'll simply make your commute more tolerable since you won't necessarily have to pay attention (depending on the advancement of technology). Yes there are efficiencies, but there's still finite space.
Most of our cities have been designed to be SOV dominant, but it's not impossible to redesign them. It's hard to imagine now considering their stature as the bicycle capital of the world, but the Netherlands in the 60s looked very different. They were SOV dominant as well and their roads were congested and, quite frankly, ugly. But they redesigned them over the next couple decades and now most people get around by bicycle and those who need cars use those. Automobile congestion isn't solved for them, but people have alternative options (they also have fantastic transit).
Locally, look at Vancouver, BC, New York City, or Portland, OR. All these places are making huge strides in giving people options in their commute so that when somebody needs to get around the city they're not stuck using their car. They have true, meaningful options.
Diversifying your transportation options is the smartest thing a city can do. Up until very recently, cities have almost entirely invested in SOVs and it has not worked. In fact, it is unsustainable in almost every sense you can think of. From pollution, to congestion, to simple maintenance financing. Cities are struggling around the world with our addiction to SOVs.
And none of this is to say that SOVs don't have a place in the world going forward, but they absolutely can't continue to be the dominant transportation method. Autonomous vehicles are not the savior in this regard. They do have the potential to be safer, but even that really re
