He wanted this decision to be made by the next administration.
With recent scandal and impeachment , I'm pretty sure it's understandable. Also lack of US's support as China placed soft embargo on Korea and Trump's stupid statement surely soured public's opinion.
But don't let political context deter you from making somewhat misleading statements.
