India developed nuclear weapons in the 70s to answer China (there are still tensions between China and India).
It took Pakistan till the late 90s to reach the weapon stage, even if they started in the early 70s to answer India.
And everyone cares when 3 nuclear states (one of them not the champion of sanity) plus afghanistan are around the contested Kashmir region, and an escalation of a conflict from there is not impossible. They just don't threaten the whole world every day on TV.
