From a US perspective, this has been thrown around as an approach for a while. Basically, the policy idea is to promote South Korean and/or Japanese nuclearization (the latter is highly highly unlikely) as a way of pressuring China to act on North Korea. Edit: I'm not personally promoting this as a good idea y'all, but it's a policy strategy that's out there. So when you read about "letting South Korea fend for itself," understand that it's just marketing language. The real goal is to pressure China on North Korea, not to let SK nuclearize.
