Let's not forget the shift to Arizona was due to California being too mean about restrictions on self-driving vehicles. Because they were worried about, I don't know, accidents I think.
EDIT FOR BOTH RESPONDERS: Human reaction times are severely reduced when not alert. Some regulations being objected to were addressing the nature of the operator's role in a self-driving car. I never claimed fault either way, just that Uber was cutting corners and it resulted in this article.Comment still stands.
