The point isn't to create an alternative product for the trade, but to kill the trade itself by achieving two things; 1. Decreasing the market price of the horn so it wouldn't be profitable for poachers to hunt for the horns in the first place. 2. Killing the authenticity of the market, when people know that some of them are 3 printed, and there is no way to tell them apart, people will be less willing to buy them in the first place, making it harder to find buyers hurting profitability even further, and when coupled with the first point, it really makes it not worth it for poachers, and as more people quit the business, the ration of authentic and non-authentic horns increases, less people buy it, which in turn makes the market plummet even further which again makes more poachers quit the business, and so on and on until the whole trade is dead. Also it would be the government flooding the market, not just some regular people taking up the trade. Because again, the point will be flood the market, not take part of it. So there is no point in creating policies as it will be as outlawed as before.
