Sometimes jobs a recreated, sometimes they're destroyed. But there's nothing saying that the created jobs have to be in proportion to the jobs destroyed, and historically that hasn't been the case. Check any labor force participation rate chart from the past ~60 years. Sometimes it goes up, sometimes it goes down. If it goes down below a certain threshold, education isn't going to make much difference. If 100 people are competing for 50 jobs, it doesn't matter how many PhDs they have. 50 of them aren't going to be employed.
