As a Democrat I see nothing wrong with spinning it this way. Is it even spin? Edit: from a comment below, this very well may be spin. TIL. >2. it actually isn't saving you any money. Your country isn't going to spend the money it "saves" by doing this on rebuilding your infrastructure or stuff like that, because the total development budget stays the same.
