You're wrong on this. He was no more a tool than anyone else at the time. In fact they begged him to become monarch but he refused. England just couldn't function without a head of state back then and it was only down to the fact that his son Richard couldn't hold it all together that Charles was put back in (with much limited power). The country was nothing like it was before the revolution, it just had a monarch as a head of state.
