I disagree, thos statistic has been on a steady downward trajectory for decades now, and the capital of the richest 10% has been increasing during that same time. This contrasts with the capital of the bottom 50 percent which hasn't changed much.
The statistic doesn't show some minor fluke in the debts of the poorest, it shows the return of a rentenier class which takes most of its income from capital. And it shows that the UK is one of the countries moving faster in that direction
