I don't think we need an infrastructure overhaul. I think we're going to need cars that can handle these types of situations.
In my opinion, no autonomous car technology should expect the roads to be pristine under any circumstances. A perfect road could get muddy after a storm, obscuring lane lines. A tree could fall in the road. Workers could set up cones in a huge variety of ways. A sinkhole could swallow the edge of a lane.
Autonomous cars need to be prepared for these conditions.
