It's probably including roads that have never been finished in the first place. Dirt, gravel, etc. Stuff in rural areas where it just isn't cost effective for the city to pave it because they are used so rarely.
Personally, as a pretty avid hiker, there are places I'd never trust a self-driving car to take me, lol. My commute back and forth to work is one thing. A winding dirt road with a steep drop-off... nahsomuch.
