I agree that AI in an arms race is very dangerous, but unfortunately it's inevitable. There will always be at least one country (or a fear, and a rational one at that) who puts their own gain above harmony, which will force other countries to develop it too because if they don't they are at a severe disadvantage.
It's like you're standing in a circle with everyone pointing a gun at each other, some people say we should put our guns down, but you know that it's doubtful everyone will and if you do and just 1 person doesn't, you're fucked.
