By cutting big checks to government officials. Those guys will skee-dattle out of the country, but they get replaced by more moderate officials. Those officials will also take the money and leave the country. But, eventually there will be one or two people left. They will also take the money and run leaving the country empty except for a rhino...who will be poached.
