Deregulation allowed the corporation to do what it did. Regulations in place before put a cap on what wholesalers could charge for electricity.
You have the theory of deregulation right. The reality of what happened and what it allowed was different. You can't just say "well this isn't right because this isn't how it is supposed to work." When that is how it worked in reality then theory doesn't matter anymore.
